Memorandum of Understanding between SCO Secretariat and CSTO Secretariat

   The Secretariat of the Shanghai Cooperation Organisation (hereinafter referred to as the SCO Secretariat) and the Secretariat of the Collective Security Treaty Organisation (hereinafter referred to as the CSTO Secretariat),
    Aspiring towards the establishment and development of equal and constructive interaction between the Shanghai Cooperation Organisation (hereinafter referred to as the SCO) and the Collective Security Treaty Organisation (hereinafter referred to as the CSTO),
    Guided by the goals and tasks of the SCO and the CSTO,
    Taking into consideration the basic documents of the SCO and the CSTO, as well as other agreements and treaties adopted in the framework of the SCO and the CSTO,
    Have reached the following understanding:
   
    I. Areas of cooperation
   
    The SCO Secretariat and the CSTO Secretariat shall conduct cooperation within the limits of their competence in the following areas:
    - ensuring regional and international security and stability;
    - counteraction against terrorism;
    - fight against drugs trafficking;
    - fight against arms trafficking;
    - counteraction against transnational organised crime;
    - other areas of mutual concern.
   
    II. Consultations and information sharing
   
    1. The SCO Secretariat and the CSTO Secretariat shall hold consultations and share information by mutual consent at an agreed level and within the limits of their competence over issues of mutual concern.
    2. Consultations and information sharing may also be conducted among the other permanent bodies of the SCO and the CSTO by mutual consent and with due regard for the documents, which regulate the activity of these bodies.
   
    III. Joint programmes and activities
   
    1. The SCO Secretariat and the CSTO Secretariat shall work out joint programmes and activities with the aim of developing cooperation in the areas that lie within their competence, including drawing up measures designed to ensure the implementation of such programmes and activities.
    2. Representatives from the permanent bodies of the SCO and the CSTO may, by mutual agreement, be invited to participate as guests in relevant activities, which are held in the framework of the SCO and the CSTO.
   
    IV. Final provisions
   
    1. The SCO Secretariat and the CSTO Secretariat may introduce changes and supplements, which shall be formalised through protocols signed by the SCO Secretary-General and the CSTO Secretary-General, and being an integral part of the present Memorandum.
    2. The SCO Secretariat and the CSTO Secretariat shall implement the provisions of the present Memorandum in accordance with their rules and procedures. In case of discrepancies in interpretation of the provisions of the present Memorandum, the SCO Secretariat and the CSTO Secretariat shall hold consultations.
    Signed in Dushanbe on 5 October 2007 in two copies in Russian and Chinese languages with both texts being equally authentic.

Stuff like this reminds me of one of my professors for one of my undergrad polisci classes that tried to tell me that Russia and China were still enemies and were on the verge of invading each other in the year 2002.

Exactly. The SCO has never been an official military alliance despite the fact that Russia and China routinely holds military exercises under the SCO. So now that the SCO has an "agreement" with the CSTO, what does that mean? The ambiguity is the whole point. It's like China is doing everything it can to join the military alliance without actaully putting her name down lol.

Things will get even funnier when Russia sets up the SCO "energy club" with Iran. It's gonna be like OPEC, but this time backed by the Chinese and Russian military.

It just cracks me up so much how far the west has its head buried in the sand with regard to the SCO.  I mean, every now and then you'll hear talk about the CIS, but SCO?
